Bilingual eLearning courses make complex processes simple for recipients of a global development bank’s funding

Challenge
A global development bank provides joint funding to support projects within Latin America and the Caribbean with support from the European Commission (EC). These funds, targeted toward initiatives focused on poverty reduction and sustainable development, require recipients to navigate complex financial requirements and reporting in line with an established framework agreement between the two organizations. Agencies receiving the funds need a comprehensive understanding of their roles and responsibilities within these co-financed projects.
Existing training for recipient organizations was outdated and lengthy. As the banking organization launched a new operational training program to strengthen the knowledge and technical skills of agencies receiving funding, they needed a partner who could reimagine their training program.

Solution
Having worked successfully with the Cynuria team on a previous project, the global development bank returned to our experts to redesign the overly complex training. The goal of redesigning the experience was to simplify the information, reduce errors, and speed up processing time for executing agencies. This would allow them to focus more on the project's execution and less on the complexity of the reporting and funding process.
In our partnership, we stepped into a fully Spanish-speaking environment, where understanding the Latin American context was not just beneficial–it was essential. The organization chose to partner with us for our technical expertise, deep cultural alignment, and sensitivity to the unique challenges funded projects and the executing agencies face. From the start, every aspect of the project, including project management and content collaboration, was conducted in Spanish to ensure seamless integration with the organization's framework and teams.
The core challenge involved transforming complex technical documentation–such as the Technical Cooperation Document and Administrative Agreement framework between the EC and the organization–into clear, digestible self-paced eLearning. This task required more than translation; it meant breaking down nuanced policies and agreements into easily understood concepts. To make the information approachable, we redesigned the content into a visual learning experience with simplified graphics and strategically structured presentations. Close collaboration with the organization’s subject matter experts was essential, and we worked together to ensure every aspect of the content was accurate and accessible. Our development process leveraged PowerPoint-based storyboarding that infused the organization’s branding and design throughout.
Our commitment to accuracy and quality extended to the video production phase. We coordinated a full-day, on-site shoot at the organization’s headquarters, preparing speakers with teleprompter training and ensuring technical quality in both English and Spanish recordings. With one speaker joining remotely from Spain, we provided precise technical specifications to ensure a cohesive, professional final product across multiple geographies. Our comprehensive approach to project management and content development meant our team considered the technical aspects of development and ensured our client had the tools they needed to successfully produce the materials and content to be leveraged within the training.

Results
The final products, SCORM-compliant eLearning courses available in both Spanish and English, combined synchronized animations, videos, and presentation slides, creating an engaging and accessible learning experience for the executing agencies completing the training.
This solution now facilitates the organization’s collaborative projects, empowering 26 Latin American and Caribbean countries that stand to benefit. By transforming complex documentation into an engaging bilingual course, we helped ensure that the global development bank could confidently execute co-financed projects in alignment with the partnering entity standards, further advancing the mission of sustainable development across the region.
